Simply put, the role of the American government is to remove obstacles to liberty of the People--even when that obstacle is American government itself. Supplying all of one's needs is not government's role. That's God's purview.From here.
We all remember President Obama's statement containing the assertion that one of the flaws of the US Constitution was that is only contained a list of "negative rights," meaning negative government "rights." The idea that a Harvard-trained lawyer thinks that the government has rights or that there was no list of positive responsibilities assigned to government was mockable. (Hey, you voted for him.)
Remember, that governments cannot have rights just like a ham sandwich cannot have have rights. Ham sandwiches have a purpose or simply exist. The purpose that they serve is the purpose of providing what they are are capable of providing through their pure existence....sustenance in the case of consumption, looking good in their display and providing a means of sustenance through those that deliver, distribute, convey or do whatever other functions that ham sandwiches require to be ham sandwiches.
Governments role is to the adjudicate the rights that already exist amongst the individuals. They cannot convey rights of what they themselves do not have. They have not been granted the authority to create rights since, excuse my plain English, Who the heck are they? What rights were ever granted to them? Except the role to adjudicate these rights. As such, the government as it is now presented, as the redistributor of wealth, the conveyor of 'economic justice' and the ultimate lord of almost all things that concern man, is way outside of its capabilities to be an efficient of those responsibilities that it is charged with.
